Upjohn Institute for Employment Research discusses in his recent policy brief how distressed places might benefit from targeted funding that results in long-term employment solutions. He explains how distress in local labor markets is best relieved by providing customized business services, and that residents in distressed neighborhoods need increased job access and training to thrive. His research demonstrates that current tax incentive policies are ineffective in changing the economic vitality of distressed places or their residents because most neighborhood jobs are not held by neighborhood residents.
