Director, Economic Development

Position Summary

Dallas College is seeking an experienced, highly collaborative leader with a proven track record of data-driven economic development. The Director of Economic Development reports Sr. Director, Economic Impact Strategy & Relations and will be expected to:

1. Build and scale positive equitable economic impact for Dallas County communities.

2. Co-create and implement a strategy that creates cross-functional action toward becoming an Anchor Institution.

Required Knowledge, Skills & Abilities

  • Knowledge of the purpose of community colleges and the programs, offerings, and vision of Dallas College
  • Ability to identify and address opportunities and challenges that arise because of Dallas College’s current transition
  • Demonstrated background of excellent customer service
  • Knowledge of the goals and best practices of anchor institution · Experience working with Labor Market Data
  • Experience with economic development planning and initiatives focused on matching employers with skilled workers
  • Knowledge of the Dallas economy, including employer and workforce needs and challenges
  • Ability to analyze multi-layered problems and propose solutions
  • Knowledge of best practices/trends in economic development
  • Demonstrated knowledge of principles of equity and inclusion and a demonstrated commitment to the promotion of diversity · Knowledge of compliance with pertinent state and federal laws and regulations
  • Knowledge of current research and policy recommendations as well as state and national initiatives related to improving economic mobility and opportunity for underserved populations
  • Experience in strategic planning, assessment of program(s) effectiveness, and development of strategy to improve partner and community engagement.
  • Employ data-informed decision making and use predictive analytics

Minimum Qualifications

  • Bachelor’s degree in a related field. Bachelor’s degree equivalency is 1) an Associate degree, plus 4 years of experience, or 2) 8 years of work experience; and
  • Three (3) years of experience in civic and/or economic development roles that include:
  • working with a CRM system (preferably Salesforce) to guide economic development and workforce initiatives and decision
  • developing strategic partnerships to support economic growth through business and civic engagement, data analysis and application
  • working across the community to create economic opportunities and living-wage jobs for under-served/marginalized populations o leading or managing major change initiatives including process improvement, project planning, conflict resolution, team building, customer service, and data-based decision-making concepts

Key Responsibilities

  • Co-create and implement a comprehensive, data-driven economic development strategy lead by the Economic Impact Strategy and Relations team by cross-collaboratively with departments across the college to outline the goals and KPIs to track progress toward becoming an anchor institution.
  • Collaborate with local governments, and economic development-focused organizations with shared objectives to identify, develop, and scale economic development projects that increase economic opportunity for underserved communities.
  • Educate and motivate other verticals in Dallas College on the organization’s role and responsibility as an anchor institution in Dallas County to increase awareness and collaboration for shared strategic direction.
  • Completes required Dallas College Professional Development training hours per academic year. 
  • Performs other duties as assigned.
